As local authorities are now obliged to consider employee bids to run local services under the guise of coops or mutuals, and also obliged under the same provisions in the Localism Act to disclose senior pay levels, it is logical to assume that pay transparency reaches across all those delivering public services. It seems not.
DCLG can’t see a way to apply pay transparency or simply don’t believe in pay transparency when it comes to services outsourced to private bodies which of course includes coops and mutuals which are de facto private businesses.
It seems the mask of respectability is slipping still further when it comes to coops and mutuals. The truth of these models being just another form of privatisation is now being realised.
