Organising completely from 'scratch' is unlikely in the public services but the ideas and approach outlined here are relevant and transferable to building workplace strength in low density areas.
Dispelling the image of the organiser as a dogmatic agitator - talking to members and non members one to one, being strategic and building strong alliances all make sense in any workplace.
